Guangzhou has recently issued a policy to encourage foreign entrepreneurs holding China Foreign Permanent Resident ID Card to start their tech projects.

According to the policy, the city welcomes start-ups engaged in various tech-related operations including technology R&D, transfer, consulting, services, testing or high-tech product development, production and marketing. Diverse investments are also encouraged such as self-owned intellectual property rights and proprietary technology.

From August 1, any foreign nationals in possession of China Foreign Permanent Resident ID Card will enjoy equal treatment as Chinese citizens when starting up tech businesses in Guangzhou.

In this way, the validity of foreign permanent resident identity is recognized in registering tech business under "Foreign Investment Law of the PRC" as well as its enforcement regulations.
